Oh dear, some people do get up to such antics when in all honestly registering your litter is easy peasy, and then you will have proof of pedigree and the transfer slip to pass over to the kitten's new family, it doesn't really cost that much either when you consider how much piece of mind the slip gives your buyers, although I only have first hand knowledge of the GCCF, I know the organization sounds stuffy BUT they do know what they are on about.
I have never really rated TICA although I'm sure there are some top TICA breeders I personally wouldn't buy a kitten registered via them. FB are a much better bet and one of my grown up kitties is now a happy FB champion, after a very bad time with a less than perfect GCCF reg breeder (since given up).

I phoned the breeder yesterday and she says that because there are restrictions on all the litter she doesn't bother registering them . I told her that I want my cats pink slip so that I can change Jethro to my ownership. She wasn't very happy but says she will register the litter and send me the pink slip in about 4 weeks.

I hope she does... I would be very unhappy about having to badger your kitten's breeder just to get what you should automatically receive. I really hope you get the slip, and by the way it doesn't take the GCCF four weeks to send the papers, more like one! Although didn't you say your kitty was TICA, so I have no idea how long they take.
If I were you I'd email TICA's registation people and ask. Good luck... and as for restrictions... that makes registering the kittens even easier as they would all have gone on the non-active register!
